The properties of sulfur concrete is a consequence of its internal structure. Cost of conventional concrete and the concrete are approximately equal, but the manufacture of sulfur concrete, perhaps even on fine Sands (normal concrete will crumble on such a sand will either require huge cost overruns of binder). And if traditional concrete is at least ternary, the concrete consists of two: sulfur and any of the excipients.
